310.00  Activation of Emergency Notification System - ENS

The telephone is the primary means of emergency notification at Montana State University. This system is intended for the immediate transmission of specific information regarding an emergency to all affected areas of the campus. The MSU Emergency Notification System (ENS) will rely primarily upon the University Telephone System to contact all Emergency Response Team and support staff personnel. In the event the University Telephone System is out of service due to the emergency or disaster, the cellular phone, radio and/or messenger system of notification may be utilized by the Operation Director as a means of activating the Emergency Response Team Personnel.

301.00 Initial Response - Designation of Emergency Condition Status

All emergencies on the MSU campus shall be reported immediately to the University Police at 911. Immediately upon receiving notification of a reported campus emergency the University Police Department shall have the responsibility to initiate the following chronology of events:

301.01 Dispatch of officer

Police officer shall be dispatched to the scene to confirm the emergency or disaster conditions.

301.02 Emergency Medical and Fire Department Dispatched

University Police dispatch shall request the appropriate assistance for Fire Department or Emergency Medical Services personnel.

301.03 Operation Director Contacted

The University Police dispatch will immediately contact the Operation Director (Director of University Police) or the next highest ranking University Police official.

301.04 Policy Team Member Contacted

The Operation Director or highest ranking University Police official shall immediately contact at least one of the Emergency Response Team - Policy Directors in the following order:
  1. President
  2. VP for Student Affairs
  3. VP for Administration & Finance
  4. Provost & VP for Academic Affairs
  5. VP for Research & Creative Activity
  6. Executive Director of Information Services

301.40 Assignment of Emergency Status

In consultation with the Emergency Response Team - Policy Director contacted, the Operation Director will assign one of the following Emergency Status with respect to the campus conditions and status of the University and in turn shall activate the Emergency Notification System (ENS):

301.41 Normal Campus Condition

Normal Campus Conditions: ENS activation not required. (see section 101.41)

301.42 Minor Emergency

Minor Emergency: ENS may be activated. Emergency Response Team members may not meet as a group, but will be appraised of conditions. Field Emergency Command Post (FECP) may be established. (see section 101.42)

301.43 Major Emergency

Major Emergency: ENS will be activated. Emergency Response Team members will report as directed by the Operation Director. General Emergency Command Post may be activated in the Huffman Building. Field Emergency Command Post (FECP) will be established. (see section 101.43)

301.44 Disaster

Disaster: ENS will be activated. All Emergency Response Team members will report to GECP in Huffman Building. If Huffman Building not available an alternate GECP will be established. All Emergency Response Team members shall report as requested and bring the following items with them:
  1. All MSU keys checked out to them.
  2. Pagers
  3. Cellular phones and extra batteries
  4. Laptop PC's and extra batteries
  5. Two way radios and extra batteries

310.00 Activation of Emergency Notification System - ENS


The MSU Emergency Notification System (ENS) is activated upon the direct order of the Operation Director or other highest ranking University Police official available. Once the ENS has been activated, the University Police dispatch will contact all Emergency Response Team members and provide them with the appropriate instructions for reporting to either the FECP or GECP, as directed by the Operation Director. Campus telephone, FAX, Home and Cellular telephone numbers for all Emergency Response Team Personnel are listed in sections 410.10 through 410.40.

310.10 Emergency Response Team - Policy Directors

  1. Emergency Director - University President
  2. VP for Student Affairs
  3. VP for Administration & Finance
  4. Provost & VP for Academic Affairs
  5. VP for Research & Creative Activity
  6. Executive Director of Information Services

310.20 Policy Support Group

The following Policy Support Group individuals will be contacted and requested to report to the FECP or GECP, to remain in Stand-By status or otherwise be requested to assist the Emergency Response Team - Policy Directors.
  1. Director, Policy Support Group - VP for Student Affairs
  2. Assistant VP/Director of Auxiliary Services
  3. Assistant VP for Administration and Finance
  4. Executive Assistant to the President
  5. Director of University Police
  6. Director of Safety and Risk Management
  7. Associate Director of ITC Projects and Telephone Services
  8. Legal Counsel
  9. Director of University Relations
  10. Director of Personnel Services
  11. Treasurer
  12. Dean of students

310.30 Emergency Response Team - Operations Directors

  1. Emergency Coordinator - Director of University Police
  2. Director of Auxiliary Services
  3. Director of Facilities Services
  4. Director of Safety and Risk Management
  5. Associate Director of ITC Projects and Telephone Services
  6. Dean of Students
  7. Director of Communications Services
  8. Director of Residence Life
  9. Director of University Food Services

310.40 Operations Support Group

The following Operations Support Group individuals will be contacted and requested to report to the FECP or GECP and remain in a Stand-By status, or otherwise be requested to assist the Emergency Response Team - Operations Directors:
  1. Assistant Dean of Students
  2. Asst. Director of Facilities Services
  3. University Engineer
  4. Facilities Planner
  5. Manager of Campus Maintenance
  6. Radiation Safety Officer
  7. Chemical/Hazardous Materials Safety Officer
  8. Biohazard/Occupational Health Safety Officer
  9. Associate Director for ITC Network, Systems, and Operations
  10. Associate Director for ITC Administrative Systems
  11. Director of Student Health
