210.00 Montana State University-Bozeman Purchasing Department

The MSU-PD, is responsible for all procurement activities of the University. Purchasing is a specialized function.  The MSU-PD is a service organization and serves as coordinator between the user (requisitioner) and the supplier.  The MSU-PD offers business advice and guidance to the University, regardless of the dollar value of the Requisition.  The MSU-PD is responsible for developing and providing training on purchasing procedures to all MSU campuses and departments including MSU-College of Technology at Great Falls, MSU-Billings, and MSU-Northern.  The Director of Purchasing at MSU-Bozeman is the University's Procurement Official. 

The MSU-PD must follow University and State regulations, and must adhere to sound purchasing practices.  The MSU-PD is responsible for ensuring all MSU departments and affiliated campuses follow policies and procedures established in the Montana Operations Manual (MOM), Montana Code Annotated (MCA), Administrative Rules of Montana (ARM), and this policy.

220.00 MSU Departments and Affiliated Campuses

MSU departments and affiliated campuses are responsible for purchases they make on behalf of the University.  Each Department is responsible for ensuring the staff and faculty follow the purchasing procedures established herein because they are based on Montana State Laws, regulations, and policies.  Each Department is responsible for informing new and current staff and faculty about University and State Purchasing Procedures as defined herein. 

When in doubt regarding purchasing procedures, please contact the MSU-PD.  The MSU-PD will provide personal instruction and guidance regarding the handling of your orders or problems.  This precaution will help to prevent errors due to improper handling.
